Madigan's decision translates to an all-out free fall in Illinois political circles, as both Democrat and GOP hopefuls throughout the state scurry to re-vamp their ambitions. Serafin notes that Madigan -- a young, accomplished rising star -- has plenty of time to seek higher office in the future. He adds that whoever ultimately wins the governorship in 2010 will be "saddled" with Illinois' dire fiscal situation.
